Housing Programs

Housing Counseling: Community Action is a certified housing counseling agency. Our housing counseling program assists clients in solving their housing problems. Negotiation is made on behalf of the client with landlords and lending institutions until both parties can come to an agreement on payment. Prospective clients can be homeowners or renters. Introduction is provided for pre-purchase and pre-rental programs that are available to low-income, elderly, and individuals with disabilities. Housing counselors assist defaulted mortgagors in filing for relief provisions through HUD.

Homebuyer Education: Community Action, in partnership with the North Dakota Housing Finance Agency, Minot Board of Realtors, area lenders and organization, offers the Homebuyer Education Workshop. This workshop provides participants with information on the home buying process such as preparing for homeownership, shopping for a home, obtaining a mortgage, closing , and life as a homeowner.

HOME Rehabilitation Program: Our HOME Rehabilitation program enables us to rehabilitate income-eligible homes within our seven-country area. Applicants must be homeowners. Rehabilitation may include electrical, plumbing, roofing, and repairs needed to bring the home up to Housing Quality Standards.

Home Acquisition and Rehabilitation Program (HARP): HARP gives low-income individuals with good credit and a stable employment history an opportunity to become a homeowner. Community Action partners with the North Dakota Housing Finance Agency to offer this program. Candidates are selected by a scoring system based on employment stability, income, and credit history.
